The argument
Daniel's beasts culminate in a devouring imperial order; Revelation gathers their features into one sea-beast with blasphemous authority, worship, law, and blood. Rome provides the historical architecture that later survives beyond one emperor or constitutional form.
Why it matters
The Beast is not reduced to a future gadget or one final politician. It is an enduring imperial body able to mutate and sacralize rule.
Rome is the governing identification, not an excuse to force every detail into one date or deny future intensifications of the pattern.
